Empowering Students with Disabilities Across Egypt
Launched under the auspices of H.E. President Abdel Fattah El-Sisi, the Tamkeen initiative is a national program by the Ministry of Higher Education and Scientific Research aimed at empowering and integrating students with disabilities within Egyptian universities. The initiative reflects Egypt’s strong commitment to social justice, inclusive education, and equal opportunity.
Tamkeen was launched in October 2024 and is being implemented across Egypt’s seven geographic development regions, as defined by the Ministry’s Tahalof & Tanmia (Development Alliance’s) strategy. In collaboration with the global campaign “Hope Givers”, the initiative includes inclusive cultural, sports, academic, and artistic activities that foster full participation of students with disabilities alongside their peers.
The Ministry, in partnership with the National Council for Persons with Disabilities and AMIDEAST Egypt, is expanding support services through the establishment of 27 university-based centers that provide psychological, educational, and technological support. The initiative also focuses on raising awareness of students' rights, applying accessibility standards, and integrating assistive technologies across campuses.
Tamkeen stands as a flagship effort to build a more inclusive and equitable higher education system, and will remain a top priority throughout 2025, with continued collaboration across government, civil society, and international partners.
